The parade returned in 2001 rethemed as Tapestry of Dreams, replacing the Sage of Time with three Dreamseekers named Leonardo Columbus, Elfin and Cosmo and rebuilding the soundtrack around wishes from children, with a mid-parade tribute to Walt Disney narrated by Bill Rogers.

Tapestry of Nations debuted on the World Showcase promenade on October 1, 1999 as the signature parade of the Walt Disney World Millennium Celebration, led by the stilt-walking Sage of Time and featuring large puppets designed by Michael Curry.

Wikipedia's infobox gives opened = October 1, 1999. Laughing Place: 'Officially debuting on October 1st, 1999 (along with the rest of the Millennium Celebration and Epcot's seventeenth anniversary).'
